H5P itself doesn't impose any restrictions, but your PHP system might. Also, please note that there's a file size restriction here on h5p.test.schulcloud-thueringen.de because the site is intended for testing, not for hosting.

Hi Marcelo,
Upload size limit for h5p.test.schulcloud-thueringen.de is 16 MB per upload, to avoid abuse since the site is only for testing purposes.. However you can sign up for H5P.com which provides a 1000MB file size limit. You can also host your own site for better control over your upload size limit. You can read more about this here.
